As a number it is the manufacturer's, with no method stated, so treat it as a claim rather than a measurement. The reason to buy is the even finish as much as the speed.
Safer than a lance, which is why it is listed: the head holds a constant distance and keeps the jets moving. It is still water at pressure on softwood — go with the grain, keep the head moving, and test a board at the edge. Old, weathered softwood will raise fibres whatever tool you use.
